It limits the total amount of stuff that wget has downloaded... sort of.
Actually, the limit only kicks in _after_ each file has been downloaded,
so if you set the limit to, say, 1 MB, and wget encounters a few 200k
files followed by a 1 Terabyte file, it'll happily download the entire
1Tb file before it checks the limit and stops because it's gone over. :-\
