I plan on trying to reproduce this by simulating connection hang via
iptables rules (Linux). Right now, though, my gut instinct would be that
this may be a cygwin-specific problem, and you should consider
contacting them about it.
Wget is currently known to have issues with timeouts related to HTTPS,
but that would seem not to apply here.
