[Bug-wget] Gmane portal

So, I'm informed that gmane should now be working again as a
bidirectional portal.

I suspect there might be a few glitches at first for incoming messages
via gmane; they'll probably fall into the moderation queue until I can
adjust bug-wget to accept them.
