textutils-2.0.21: build failure on IBM AIX 4.3

The textutils-2.0.21 build failed on IBM AIX 4.3 like this:

previous declaration of `strnlen'
make[3]: *** [strnlen.o] Error 1

I then did a "make -i" to see if any more problems would show up,
but this looks like the only one.

I'm running a build overnight with the native cc compiler for 
comparison.
