Thanks for the report.
2.0a is pretty old.

Using the latest version, your example works just fine.
  ftp://alpha.gnu.org/gnu/fetish/textutils-2.0.19.tar.gz

BTW, `b' is the only option for which applying it to both
the starting and ending parts of a key specifier makes sense.
For all of the others it's ok, but redundant.
