wc and locale ?

Is wc handling different character encodings? I tried this on a file
with UTF-8 encoding, and it seem to ignore the charcter set:
% LC_CTYPE=ISO-8859-1 wc -c quanta.po
41717 quanta.po
% LC_CTYPE=UTF-8 wc -c quanta.po
41717 quanta.po
%
It would be very nice if wc counted characters, not bytes.
