The one I've built, so native built from 7.0.3 tarball.

Sure.  And just to confirm: I opened a cmd.exe, adjusted %path% so I
have the mingw64 directories for its .dll's included, adjusted
%infopath% and did

  c:\path\to\my\native\info.exe dir

and I get `dirï (this is with codepage 850).  Next in cmd.exe, I do

  chcp 1252
  c:\path\to\my\native\info.exe dir

and I get ‘dir’.  I hope I could spell it out clearly.
