I have also tracked tp/tests/Makefile.onetst. Since the tp/tests/encoded
directory was added on the master branch, I have had errors trying to
build on the relase/7.0 branch, getting an error:
make[3]: Entering directory '/home/g/src/texinfo/GIT/tp/tests'
make[3]: *** No rule to make target 'encoded/list-of-tests', needed by
'Makefile.onetst'. Stop.
The "encoded" directory does not exist on the release branch and it is
hard to get Makefile.onetst regenerated properly. I finally did it by
running autogen.sh.
