Can you check the output from "automake --version" as I believe older
automake required "@setfilename" in Texinfo files.

It says 1.15.1. On a different linux box, I have 1.16.2, but I haven't tried building texinfo there yet.

For the record, it builds fine on my other system with automake 1.16.2.
