It can be useful if building from source and not from git, as it
allows to 'reset' build stuff.  I occasionally run it when some file
is not synced, and, although I do it from the build directory, I can
imagine that some users may want to run it from the source tarball.
This can also be of use for packagers, in case they want to patch
configure.ac/Makefile.am or other files and redo as we do.
