It could also be, if I recall well, because at some point in the past
texi2html was made relocatable for inclusion in texlive as it was a
requirement of texlive.  But this is very old, and I do not actually
remember if this was carried over in the rewrite in 2013.  In any case
Gavin made many improvements and changes in those parts, in particular
for the C parts resulting in a important rewrite anyway, so this should
probably be rethought from scratch.
