I think this is because there is some incompatibility with info.js
and your manual.

If you create Texinfo's manual with

../tp/texi2any.pl --html texinfo.texi -c INFO_JS_DIR=js

you will see that there is not this problem and that the
current node is highlighted.  See screenshot.

I just noticed: It works when using a file: URL but not
when using an http: URL.

info.js does do some things differently depending on whether
it is a file: or http:/https: URL, for reasons relating
to browser security policies.

I'll take a look.
