​Right now, there's no texinfo-6.3 in Fedora. My colleague (address@hidden) is planning to add this to Fedora Rawhide this afternoon. (Unfortunately, it's too late to add texinfo-6.3 into Fedora 25, we're too late in the devel phase for this.) This log comes from ​build with texinfo-6.1, if I'm not mistaken.

In any way, he tried to build it with texinfo-6.3 as well, but had the same result as before.
