Hmm, makeinfo 4.13 does use the -I args to search for images, or so it
looks from the code.
Can you show us your actual failing example with the filenames and
cmdline args involved?
Try the attached script.
It seems to be related to the --docbook flag. With this flag, it warns that
picture.txt is missing, even though it's not. In fact, it shouldn't be looking
for that, but for picture.{png,jpg}
