(I searched w3.org and it seems that A-Z is allowed too?
But I'm probably missing something.)

Thank you very much for your explanation.  This limitation is very
restrictive.  Of course, I see now that the mangling should be the same
for filenames as for anchors.

Thank you again for teaching me.  Perhaps it would help to document
this reasoning somewhere, so that you can only send a link to it when
this FAQ comes again.  (I don't volunteer to write it, sorry.)
