     As of 4.7 texinfo assumes a native compiling environment by attempting to 
    execute programs built for the host.  This obviously doesn't work if 
    cross-compiling.  Here is an attempt to let cross-compilation work.

Thank you very much.  I've never had a way to test cross-compiling, so I
never attempted it.  It seems straightforward enough.  If this lets
basic cross-compilation work, then great.

However, I should probably get papers from you for this change.  Ok?
The two usual possibilities are an assignment for these and future
changes, or just a disclaimer for these changes.
