texinfo-4.6 patches (Cygwin, AM_MAINTAINER_MODE)

Hi!

texinfo is a host tool in cross-building NetBSD, and one supported
host platform is Cygwin.  We have one patch for this in CVS; it's
attached.

Additionally, since we re-imported the texinfo sources into NetBSD's
CVS repository, we have enabled AM_MAINTAINER_MODE in the configure.ac
to avoid problems with timestamps (attached too) -- it would be
great if you could take that change back too, but I know that
opinions vary widely about that switch.
