standards.texi ii typo

another typo, a doubled i in:

Re latest standards.texi update:

1) copyright year list should include 2019.

2) line 867 has a trailing space:
files, either source files or files constructed by building, that 

(Personally I don't care, but the gnulib repository, and I think others,
checks for this, so it's nicer not to have it.)
