You're talking about what the _project_ needs, and I basically agree.
But that is not what is pertinent here.  The question here is what we
must require a user to know, in order to do contributions such as (1)
fixing a bug, or (2) developing some additional feature.

More precisely, how far we can _reduce_ what we require a user to know,
to do those things?

For inatance, you use a bug tracker, which is designed so that users
don't need to know how to use it in order to report bugs.

I think it was you that mentioned that there are various cultures for
how to work on developing a program.  To be in the core team, people
must adapt to its culture.  But we must avoid extending that
requirement to people who want to work on the program in any way at
all.
