After reviewing the thread entitled "Circumstances in which ChangeLog format is no longer useful", I'm persuaded by Joseph's argument that a properly-maintained version-control log is an adequate substitute for traditional ChangeLog text files. I've had considerable experience with generating ChangeLog files automatically from VC logs, and although this can work well in some cases the cost can easily outweigh the benefits, and it is becoming more and more clear that we needn't require ChangeLog files in all cases.

To help move the ball forward I propose the attached changes to standards.texi. Although this proposal encourages the use of ChangeLog format, it allows a project's maintainers to establish a different format for the project, so long as the format conveys the necessary information. Also, the change modernizes some examples a bit. Comments welcome.
