I think it’s reasonable to expect the audience of the Standards,
typically people using the latest and greatest GNU/Linux, to be able to
deal with UTF-8 encoded files.

I think it’s also important to acknowledge and support a technical
evolution towards inclusion of non-English natives, and towards better
expressivity in general.
