Well, essentially the same (and more) information is in standards.texi
already, in the Releases node.  Admittedly it might be nice to separate
it into its own node.  I'll think about the best way to do that.

I see no need to specifically mention Markdown in this context.  The
same is true for virtually every file.  People can use whatever they
find useful.
