maintain.texi glitch

I noticed this in the recent autoupdate of maintain.texi to gnulib:

I don't think "you can make a context diff make a context diff" was
intended.  But, when I tried to follow the very instructions I'm
reading, I noticed that the CVS repository for gnustandards does not yet
contain the change as propogated to gnulib; otherwise I would have made
a context diff :)

By the way, can we switch gnustandards to git instead of CVS?
