This proposal would need to go to rms.  But before I forward it,
let me ask one thing:

            * The bug-reporting and referencing infrastructure is already
            available, we just have to make use of it.

Do you just mean in theory?  Or are you referring to some other
standards?  I'm not aware of anything like this in the current GNU
coding standards.  I feel like I'm missing some background here ...
