Details:

The sourceinstall-fullpack installation procedure tries to detect which
software dependencies are already present in the system, and then only builds
those which are needed.

It has been reported in two separate mails, that the default tcl8.4 package
provided by ubuntu GNU/Linux distribution does not contain the needed
tclConfig.sh, so the installation procedure might fail after correctly
detecting the tcl interpreter.

The temporary workaround for people experiencing the problem is to either
install the additional tcl8.4-dev package (which contains the needed files),
or to remove the tcl8.4 package and restart the procedure, so
sourceinstall-fullpack can build and install its own tcl version.

A more definitive solution is in progress; the fullpack will be able to
detect these situations and work around them. An experimental fix is already
in latest CVS.
