problem with ctags

Hi, 
I am using ctags 5.2 compiled on dec 25 2001 
Whenever i issue the command ctags -R to make a tags file it gives the
following Error -
ctags: cannot sort tag file : No such file or directory
is this a bug or some problem .I have tried a number of options but it
always gives the same error .
Can u pls tell what's the problem ?
I am using win 2000 profesional and using cygwin .
it doesn't work from command prompt even ?
