I was curious as to how date would know it was a leap second or not.
I had always assumed that it would just use seconds since the epoch
start in 1970 and that would be all it would know. (Sitting here with
a funny face asking myself, "How would it know?") Sorry for being
lazy. I will dig through the code to answer that.
