Who - utmp - wtmp

Not sure if I'm in the right mailing list.
Does anyone know whats going on here.
"Who" doesn't report everyone that's currently
logged in. I know this really means utmp is not because
who uses utmp. utmp is not showing everyone that's currently 
logged in.
This is confirmed by doing a utmpdump. 
utmpdump on wtmp shows line for all users.
"last" shows users as logged in, even the ones that are not 
appearing in the utmp.
