This issue has been discussed several times in the interim, most recently
with the thread beginning at

I provided a detailed explanation in

The discussion continued on the python bug tracker
http://bugs.python.org/issue23735
where it appears that the python crew will fix the problem by installing
a SIGWINCH signal handler to handle window size updates that occur when
readline is not actively handling a callback.
