Yes, it is. Thanks for explaining the situation more. (I am
unfamiliar w/ gentoo.) RCS does indeed handle things differently
for root, but the tests incorrectly do not take that into
account. I look forward to hearing how t510 and t511 behave
after applying the patch suggested by Paul Eggert.
