Yes, that "v" is too cryptic. I suggest changing the name to
be "tests", which is the usual name for a directory full of
test cases.

Yes, that sounds odd as well. (I never got that far when
I tried to build it, so I didn't notice that; I'll send
separate notices to bug-rcs about my problems.)
The co(1) and merge(1) absolute filenames are hardcoded in global
strings ‘prog_co’ and ‘prog_merge’, respectively. In src/0pre/bin,
the directory part is (absolutized) src/0pre/bin, thus mimicing an
installation without actually doing "make install".
This was one of the warts of previous RCS releases -- you had to
"make install" before testing (and there was no "make check").
