Can't get gplc to work under windows XP

I tried the new windows installer (1.2.9) under XP professional, and
while it installs and seems to run fine on the console, I can't get the
compiler to work (either under cygwin or the windows command prompt).
When I try to compile, I get the following result:

> gplc test.pl
error trying to execute cl /nologo /Fetaps
