Sorry but I think --help (showing the user how to reproduce that useful help page) should be the first option listed. Just try "gcc --help".
Perhaps you could send a patch to the coreutils mailing list asking them to move the --help and --verbose options to the beginning.
I also disagree with your relocation of the only-for-developers-debug options. They are intended to be grouped at the end.
