Yeah..I don't know.
I have built a *lot* of stuff the past few days on this system:
autoconf automake awk bash bdw-gc
binutils (no gas/ld)
bzip2 curl expat expect
flex gcc3 gcc4 gdb
gettext git gmp grep
gzip libunicodestring m4 make
mpc mpfr ncurses nettle
openssh openssl perl pkg-config
python2 readline sed tar
tcl texinfo vim xz
zlib
and I think this is the only time I saw this problem.
It seems like an easy extra level small of portability, but I get that the
standard is also quite old.
All of them are current or nearly so (based on Debian sometimes, which would be
almost current), except gcc and gdb are notably old.
Granted, I have more to get through: python3, cmake, guile, etc.
But ok. Many of them did require some kind of fixes, just not this.

no, it's POSIX (for the last 25 years or so).

it's correct as is. Perhaps you're using Solaris 10, which is mentioned
in the release notes for ncurses 6:
