a) it wasn't used in vi
b) "back then", ANSI terminals weren't the dominant strain
c) this feature came kind of late anyway (appearing in DEC terminals ~1994)
d) with most screen updates going top-to-bottom, CPL didn't seem useful.
Adding it as an extension capability doesn't cost much...
