can we flip the default for pkg-config files w/ncurses ? distros are
already turning it on by default (checked Debian/Fedora/Gentoo), and
having the files installed but not used doesn't cause problems. it
would make adoption of the .pc files with some projects easier if it
was the default in ncurses itself.
