It's easy to replicate with ncurses-5.9-20140614.tgz:
$ echo hello | less
(I even have to kill tmux then)
What baffles me completely is that infocmp output and the /usr/local/share/terminfo/73/screen-256color and /usr/local/share/terminfo/73/screen files from ncurses-5.9-20140614 and ncurses-5.9-20140524 do not differ!
But the behaviour is absolutely reproducible.
