ncurses under MinGW

Hi there,

I've donwloaded the latest version of ncurses and I tried to build it under MinGW environment. Everything went fine. However, when other app (sucu as OpenDBX) tries to link to libncurses, I get an error saying that '_nc_mingw_ioctl' is not found (i.e. undefined reference), which makes the library not usable. Is there any patch I can apply to it? I'm more than happy to contribute to this project.
