Nasty "Local Variables:" sections in doc/html/{announce, index}.html

Hi,

The files doc/html/{announce,index}.html have a "Local Variables:"
section for Emacs at the end.  This is annoying since Emacs asks me
whether I want to apply them (setting case-fold-search is considered
unsafe and does not really make sense anyway, since this is a personal
preference not related to file contents).

I would suggest dropping the "Local Variables:" section from the files,
or at least remove the case-fold-search setting.
