So now when I run test/configure, there is a nice install.test target in
test/Makefile that will install the test programs.  However, if I just
run ./configure in the top level directory, this target in test/Makefile
is empty (as it had been before).  Is that intended?

yes - I only intended the test/makefile's install.test target to be
used in the package that can be built with test/make-tar.sh

To make it optional in the top-level makefile, I'd have to separate that
from the default "install" rule.  test-programs seem to be the only thing
that most people wouldn't want as part of that rule.
