The licensing agreement made with RMS/FSF in 1998 do not state this as
a possibility -fyi

Subject: upgrading GNU ncurses to GPLv3

Greetings,

Version 3 of the GNU GPL will be released in a few days, which means it
is time to start planning to upgrade the license on ncurses.
We're asking all GNU maintainers to upgrade their package license within
the next few months, but since ncurses is an FSF-copyrighted package,
it would be good to get the change done soon, at least by the end of July.

Would you please convert the source files in your repository to say
GNU GPL version 3 or later? We would like to upgrade the released
package, too. The ideal way would be to make a new release, but if
now isn't a convenient time for that, would you instead please make
a relicensed version of your current release?

After this message, you should receive a second message (being sent to
all GNU maintainers) with more details about the license upgrade.
If that doesn't show up, please write Brett Smith <address@hidden>.

Thank you,
Richard Stallman, Chief GNUisance
Karl Berry, Assistant Chief GNUisance
Brett Smith, FSF licensing and GPL enforcement
