Is it possible to configure ncurses or forms, so that characters > 127 and <
256 are treated by form_driver() as printable characters ?

If your locale is setup properly, it should "just work".

I have the following settings:

at the login I do the following commands:
   setfont  iso07u-17 -m 8859-7
   loadkeys  gr

What else should I configure ?
