field_buffer() returns value only after REQ_NEXT_FIELD

when i fetch buffer 0 using field_buffer(), the value is only correct if i pass REQ_NEXT_FIELD into form_driver() first.
does anyone know if this is the expected behavior? i can't find any documentation that clarifies this.
