fwiw, I installed 1.5.10 on my home machine (Linux), and it builds 
properly (except the Ada95 tree, which I already knew about - will
check if 1.5.10 supports gnat).

If I had a copy of your config.status file, I could compare the generated
Makefile's to see if there's some ncurses-specific problem (it's easier
for me to fix that than libtool).  I do have access to a slightly older
AIX system, will see if I can test libtool+ncurses there.
