PuTTY normally doesn't do erasures with the current background color. 
(I seem to recall someone recently saying that it's configurable, but it
is not, for instance, in the version of PuTTY that I've been using since
last year).  If it's setting $TERM to something like "xterm" on Redhat,
that's probably the color variant which assumes this feature (bce - back
color erase) is supported.  There's a better terminfo for PuTTY in
ncurses (TERM=putty), which should work.
