There's more than one question raised by this:

        a) is the problem with a real vt220 (probably not)

        b) is the use of "ht" incorrect (probably not)

        c) is it a bug in emacs (perhaps)

        d) what exactly are you using for a terminal emulator...

   Tabs and Initialization
       If  the terminal has hardware tabs, the command to advance
       to the next tab stop can be given as ht  (usually  control
