I think you're talking about the smpch/rmpch strings.  A search of the
terminfo.src file suggests that cygwin, pcansi and bsdos do.  There's also the
klone+sgr piece, but terminals used for some of the derived entries (such as
"ansi") don't really implement the IBM PC character mapping.
