There is no scrolling for forms (which on terminals
would be a counter-intuitive user experience).
To achieve forms that can span more than a window
there is the concept of "pages" (see for example
the set_new_page() function). With this you can
divide a single form into multiple pages and then
provide keybindings that allow to navigate forward
and backward through the pages.
