ncurses cygwin

I have written a small test program that uses box( stdscr, ACS_VLINE,
ACS_HLINE ) and it works on aix, hp, linux, solaris.  I tried it on cygwin
and I could not get the line draw characters to render correctly.  Tried a
number of TERM settings to no avail.  Performed extensive search concerning
this issue on Internet and www.deja.com and could not resolve the issue.
Installed ncurses 5.3 and found no change in operation.

Could you please direct me as to how to address this issue?
