Abhorrent behavior with child panels/windows

I've noticed a strange problem with the chgat() function on child panels
vs. non-child panels. In short, it doesn't work at all. It *does* work,
however, on a non-child window.

FYI, I'm creating a PANEL using a parent window to derwin() via the C++
interface. Everything else I've tried has worked but this.

Is this expected behavior? (I didn't see any notations of limitations
regarding this function in the man pages).

P.S. I've hacked up the C++ classes quite a bit but left NCurses_Window
pretty much alone since it mirrors the lower-level functions. Don't have
time right now to get things to where I'd want others to see it with my
name on it but I'll let you know when I do. If anyone would like a
work-in-progress copy, I'd be happy to oblige. BTW, the doxygen
generated docs & man pages aren't too shabby!
